Operational Approach

Play the role of the most comprehensive source for the young and unemployed. The Junior Achievement (JA) Program has to establish and maintain a unique position among member-based communities as being the most comprehensive source for young entrepreneurs and new business start-ups in the Republic of Macedonia. In fact, JA in 2005 will focus on several target groups that have never been addressed by any business development organization in the country such as the young and unemployed.

Promote the one-stop-shop concept. JA Program must offer the one-stop-shop concept of entrepreneurial know-how and experience offering information, advice, counselling and training services to its members. The approach to these target groups should involve both actual and online business support, through the creation of the best online resource for young and potential entrepreneurs whose interest and knowledge about the high-tech World Wide Web are high and their abilities for learning on-line are maximised.

Promote and encourage the entrepreneurial spirit and skills. JA Program should offer support to the young, unemployed and women about starting a business, maintaining a successful business, shopping for the goods or services in operating a business, connecting with like minded individuals nationwide and worldwide, chatting and even assistance in securing the needed finance for setting up a business.

Facilitate the access of its target groups to existing business services. JA Program should become a unique and innovative source for the ongoing confusions among young entrepreneurs of "where and how do I start?". In addition, it should enable its target groups to have an easy and free access to existing business services in the country, such as ask the expert and/or business advisor for free advice and assistance.

Involve experienced business development experts and advisors in the day-to-day operations. JA Program must offer a high level of practical experience, know-how, contacts, and information to its target groups. In order to achieve that, a new support delivery mechanism must be created for providing a continual and professional assistance. The JA Program will have to use available business development advisors in the Republic of Macedonia and offer them an advisory role on either a voluntary or fee basis. Their involvement will be especially useful when creating either electronic or printed business information, and when JA organizes training, information and promotional workshops, seminars, presentations, open days, etc.

Establish the first Entrepreneurial Youth Info Center (EYIC) in the Skopje region. The operation of the Entrepreneurial Info Center (EYIC) will enable the young population of Skopje to primarily obtain entrepreneurial education and prompt information about the services available in the financial and business support organizations. The main goal is to promote the concept of entrepreneurship among the young population of the Skopje region. The EYIC will provide entrepreneurial information and training to potential entrepreneurs among high-school students, unemployed and to those young people who are employed in the SME sector through information, education, advice, consultancy and administrative support. The EYIC will organize and carry out 18 workshops for 360 participants and everyday information and counseling sessions with approximately 1000 youngsters on the following topics: how to prepare a business plan, how to define the idea on paper, what the Macedonian legislation stipulates regarding registration procedures and taxation, how an entrepreneur benefits from marketing and market research, and how and where to apply for a loan.

Expand the network through establishing Satellite Offices (SOs) of the EYIC in at least two other regions by late 2005. The JA Programme will not only establish and put into operation the Entrepreneurial Youth Info Centre (EYIC), but it will also assist the expansion of the EYIC's network across the regions in the Republic of Macedonia. The idea behind is to provide entrepreneurial education and information to young, and unemployed from other regions. The SOs will play the role of an advisor and link between the target groups and relevant financial/business development organisations in the region. The main task of the SOs will be to advocate for the young and unemployed and provide them with an easy and free access to available business development services. The main goal of the Satellite Offices will be to promote the concept of entrepreneurship in the particular region and provide direct support to its target groups. The Satellite Offices will provide information and training to potential entrepreneurs among high school and university level students, to unemployed, and to those individuals who have been already employed in the industry.

JA Women Entrepreneurs Program. A systematic survey on women business owners and women-owned businesses has never been undertaken in the Republic of Macedonia. This program will be designed to provide first, a comprehensive statistical information regarding the status of women business owners and women-owned businesses. It will then provide relevant knowledge on monitoring the activity of women in the Macedonian business world, as well as provide access for all unemployed women nationwide with an opportunity to benefit business support services of the JA Program created through the JA Web Site, JA Advertising Program (JAAP), and the Electronic Labor Market (ELM). The intent of the program would be to assist women starting or expanding businesses, and to reach out to women who are socially and/or economically disadvantaged and to women business owners. The idea behind this is to facilitate the creation and development of family businesses in which children and mothers will jointly set up and manage the business aiming at economic prosperity and integration of all family members.

JA Affiliate Membership Program. Schools, municipalities, young, unemployed and women will link to the JA Program if seeing that the program manages to ensure an easy access either in person or on-line (e.g. proposed info centers). The instruments such as a PC, an Internet connection, a trained JA teacher and/or a JA assistant (where available) will create the grounds for immediate access to the program and its contents on-line either at regional or national level. The steps for becoming an affiliate member should be as simple as possible, with clearly explained benefits and responsibilities to each potential member in advance. The membership of the specific target groups, i.e. individuals should be formally supported and subsidized by the Ministry of Education of the Republic of Macedonia, the municipalities, i.e. the mayors' offices, business development centers (if such in the region) and the employment bureaus nationwide.

Creation of a JA Web Site. Its on-line contents will guide in a professional manner all the users - affiliate members (unlimited access based on membership fee) and site visitors (limited access requiring a password) regardless whether they are located far from the established JA Centers. After signing up for their membership at JA Web Site they will have access to all the updated info that will provide assistance in starting and managing a successful business. The team of JA assistants will be updating the site on a regular basis, keeping the members informed on what they need to know and giving them the tools to succeed. Initial focus (short-term objective) will be on the Macedonian market, but later (medium-term objective) the focus will have to be expanded to the Single European Market. The electronic links to the JA Program will open a new horizon for its members and enable an affordable quantum of know-how and information. It will map the path towards business development and integration of these target groups in the wider business community.

JA Advertising Program with focus on the creation of an Electronic Labor Market. The program will address a targeted audience that wants to learn more about entrepreneurship through a huge amount of information and provide a home base for all like-minded entrepreneurs of the world. The targeted audience will cover young, unemployed, women, large companies, small and medium-sized enterprises and business advisors. As an advertiser, either an individual or business can reach these customers in the ideal mindset, just as they may be ready to buy the product or service for use in their business. The JA Advertising Program will ideally operate in an electronic form, on the JA Web Site. The program will function as an electronic labor market where the advertisers will announce the latest job opportunities in the companies, where individuals can look for a job, or where the employment bureaus will advertise the latest vacancies in the industry. Therefore, the JA Program will focus on the employment bureaus' affiliate membership as one of the top priorities. In collaboration with the business community and local social partners, the JA Advertising Program will provide access to jobs for young, unemployed, and women nationwide. This should also enable advertising packages that meet specific marketing goals of the advertisers. Hence, the JA Advertising Program will enable placing advertising messages based on the principle "Button Advertisements" which allows to put the ad in a prime location on the JA Web Site (buttons are a maximum size of 150x75). The tool known as "Banner Advertisements" will allow businesses and job-seekers to place their message in the eye-catching location on the JA Web Site home page as well as interior pages. Ads will rotate throughout the site. These banners will be paid for by the advertisers that belong to the business community and in accord with the pricing list set up as optimum one by the JA Board. Advertisements that will be placed by young, unemployed and women will not be charged. All ads should be 150x50 and can not exceed 8K.
